وأشار إلى أن أحكام قانون الضمان الاجتماعي تنطبق وبشكل إلزامي على جميع العاملين الخاضعين لأحكام قانون العمل، كما تشمل العاملين غير الخاضعين لأحكام قانون التقاعد المدني او العسكري، وتشمل العاملين الأردنيين لدى البعثات الإقليمية والدولية والسياسية العربية والأجنبية العاملة في المملكة وكذلك الملحقيات التابعة لها، كما تشمل أحكام القانون العاملين لحسابهم الخاص، وأصحاب العمل، والشركاء المتضامنين العاملين في منشآتهم. وأكّد الصبيحي على ضرورة أن يعرف كل عامل حقه بالضمان الاجتماعي منذ الشهر الأول لالتحاقه بأي عمل لدى أي منشأة وفي أي قطاع من القطاعات الاقتصادية.
