حرص جلالة الملك عبدالله الثاني منذ تسلم مسؤولياته الدستورية على اثراء الممارسة الديموقراطية المتجذرة في الوجدان الاردني ، وتوسيع ادوار السلطة التشريعية والارتقاء بها كركن اساس في البناء الديموقراطي للدولة الاردنية التي تقف على اعتاب المئوية الثانية لتأسيسها .
وشهد الاردن منذ تولي جلالته مقاليد الحكم وادائه اليمين الدستورية امام مجلس الامة ، في فترة المجلس النيابي الثالث عشر 1997 -2001 ، خطوات اصلاحية كبيرة قادها جلالته ، كان اهمها التعديلات الدستورية .
وعززت تعديلات الدستور لسنة 2011 دور مجلس النواب ومكانته كركن أساسي في نظام الحكم النيابي الملكي الوراثي ، من خلال ترسيخ مبدأ الفصل بين السلطات ، وانشاء الهيئة المستقلة للانتخاب، واختصاص القضاء بحق الفصل في نيابة اعضاء المجلس ، وتقليص صلاحية الحكومة في اصدار القوانين المؤقتة، وربط حل المجلس باستقالة الحكومة خلال اسبوع وعدم جواز تكليف رئيسها بتشكيل الحكومة التي تليها، وزيادة مدة الدورة العادية للمجلس من اربعة الى ستة اشهر .
كما شملت الاصلاحات تحديث قوانين : الأحزاب والانتخاب والاجتماعات العامة والمطبوعات والنشر ، واقرار قانون اللامركزية وغيرها من التشريعات ، إضافة للسعي الى استقرار نيابي حكومي يتيح العمل بايجابية وتعاون طالما كانت الحكومة تحضى بثقة النواب ، وطالما حافظ المجلس على ثقة الشعب ، فضلا عن تقديم جلالة الملك اوراقا نقاشية خلال الاعوام 2012 -2017 دعا فيها الى اثراء الحوار حول النموذج الديموقراطي الذي ينشده الاردنيون ، والتوافق على خطة وطنية للوصول الى مرحلة تشكيل الحكومات البرلمانية المستندة الى احزاب برامجية وطنية ، خلال الدورات البرلمانية القادمة .
واجريت في عهد جلالة الملك انتخابات لخمسة مجالس نيابية هي :المجلس الرابع عشر 2003 – 2007 الذي جرى بموجب قانون انتخاب زاد عدد المقاعد النيابية من 80 إلى 110 ، وخصص لأول مرة مقاعد اضافية للنساء “ستة مقاعد ” ، اما المجلس الخامس عشر 2007 – 2010 فقد جرت عملية انتخابه وفق قانون الصوت الواحد وتعديلاته ، فيما انتخب المجلس السادس عشر 2010 – 2012 وفق قانون “الدوائر الفرعية”، وخلاله جرى تعديل 42 مادة من الدستور ، وجرت انتخابات المجلس السابع عشر 2013- 2016 ولأول مرة تحت إشراف وإدارة الهيئة المستقلة للانتخاب، وتم التنافس فيها على 27 مقعدا للقائمة الوطنية وفق قانون القائمة النسبية المغلقة، الى جانب 123 مقعدا للدوائر المحلية ، في حين انتخب المجلس الثامن عشر “الحالي” وفق نظام القائمة النسبية المفتوحة بعد توسيع الدوائر الانتخابية، كما تم تخفيض مقاعد المجلس الى 130 مقعدا خصص منها 15 مقعدا للنساء.
