قال مدير المركز الإعلامي والناطق الرسمي باسم المؤسسة العامة للضمان الاجتماعي موسى الصبيحي بأن تأمين التعطل عن العمل يسهم في الحفاظ على وتيرة الإنفاق للمؤمن عليهم بالضمان عندما تنتهي خدماتهم لدى المنشآت التي يعملون فيها، حيث بإمكانهم الحصول على بدل التعطل عن العمل من حسابهم عن هذا التأمين خلال فترة تعطلهم ولمدة تتراوح ما بين شهر إلى ستة أشهر وفقاً لشروط حددها القانون، كما يحافظ هذا التأمين على بقائهم تحت مظلة الضمان دون انقطاع طيلة الأشهر التي يتقاضون فيها بدلات تعطل، ويساعد على إعادة هيكلة وتكييف سوق العمل بما يحقق الاستثمار الأمثل للموارد البشرية في الأنشطة الاقتصادية المختلفة بالقطاع الخاص.
وأضاف بأن العدد التراكمي للمؤمن عليهم الذين استفادوا من بدلات التعطّل عن العمل منذ بدء تطبيق هذا التأمين في شهر أيلول من عام 2011 وحتى مطلع شهر أيار الحالي وصل إلى (82) ألف مؤمن عليه وبقيمة إجمالية بلغت (70) مليون دينار.
وفيما يتعلق بالعام الماضي 2018، قال الصبيحي بأن ما تم صرفه كبدلات تعطل خلال السنة المذكورة بلغ (24) مليون دينار استفاد منها (20) ألف مؤمن عليه، مبيّناً أن قانون الضمان الاجتماعي اعتبر صندوق التعطل عن العمل حساباً ادخارياً تتكون موارده من الاشتراكات المترتبة على تأمين التعطل عن العمل الذي يشمل كافة المؤمن عليهم العاملين في منشآت القطاع الخاص وهي بنسبة واحد ونصف بالمائة من أجر المؤمن عليه، حيث تتحمل المنشأة نصف بالمائة من هذا الأجر، وتقتطع واحد بالمائة من أجر العامل، ويتم توريد النسبة كاملة إلى الضمان كحساب إدخاري للمؤمن عليه، يتم تسوية حقوقه منه عند خروجه نهائياً من أحكام قانون الضمان، حيث يعاد له الرصيد المتراكم في حسابه عن تأمين التعطل إضافة إلى ريعه الاستثماري، مخصوماً منه أية مبالغ تم صرفها له كبدلات تعطل عن العمل أثناء فترة اشتراكه بالضمان كاشفاً أن صافي الرصيد التراكمي لصندوق التعطل عن العمل بلغ (355) مليون دينار كما في نهاية العام الماضي.
وأوضح الصبيحي بأنه يشترط للاستفادة من هذا التأمين أن يكون للمؤمن عليه فترة اشتراك بالضمان لا تقل عن (36) اشتراكاً وأن يكون مشمولاً بهذا التأمين في الشهر الأخير السابق على تعطله عن العمل من خلال عمله في منشأة بالقطاع الخاص، ويُصرف له بدل التعطل لمدة لا تزيد على ستة أشهر وفقاً لفترة اشتراكه بالضمان، حيث يصرف له في الشهر الأول (75%) من آخر راتب كان مشتركاً على أساسه بالضمان، و (65%) للشهر الثاني، و (55%) للشهر الثالث، و (45%) لكل من الأشهر الرابع والخامس والسادس وبسقف (555) ديناراً في الشهر الواحد حالياً.
وقد أتاح القانون للمؤمن عليه أن يستفيد من بدل التعطل عن العمل لثلاث مرات طيلة فترة شموله بالضمان شريطة أن يتوفر له فترة اشتراك لا تقل عن (36) اشتراكاً بين كل مرة وأخرى.
