اتفق اربعة وعشرون حزبا على مجموعة من المبادئ الاساسية لتضمينها قانون الانتخاب المعدل لعام 2019 بهدف التمهيد لنقل المجتمع نحو الانتخاب على أسس سياسية وبرامجية.
وقدمت اللجنة التحضيرية التي تمثل الاحزاب، رؤيتها فيما يخص قانون الأحزاب ونظام التمويل الحزبي، مشيرة الى أهمية قانون الانتخابات العامة وأثره في صياغة الحياة السياسية ودوره في نقل المجتمع إلى مصاف المجتمعات الديمقراطية الحديثة.
وقدمت اللجنة عددا من المقترحات على قانون الانتخاب، منها اعتماد نظام القائمتين الوطنية على مستوى المملكة والمحلية على مستوى الدائرة ويتم الانتخاب وفق القائمة النسبية المفتوحة، والسماح للناخب بانتخاب القائمتين الوطنية والمحلية وانتخاب من يشاء من داخل القائمة التي يختارها، ويخصص للقائمة الوطنية ما لا يقل عن 30 بالمئة من مقاعد مجلس النواب، ويتم تشكيل القوائم الوطنية من حزب أو ائتلاف حزبي.
كما تجيز المقترحات ترشيح أي شخصية وطنية مستقلة على القائمة الوطنية، واعتماد عتبة انتخابية للقائمة الوطنية بنسبة 3 بالمئة من عدد أصوات المقترعين، واعتماد هوية الأحوال المدنية لإثبات شخصية الناخب، ولا يجوز للفائز على القائمة الوطنية أو المحلية الانسحاب من القائمة بعد النجاح، ومن ينسحب يفقد مقعده لصالح القائمة بحيث يتم اختيار المرشح الذي يليه في ترتيب الأصوات ضمن القائمة، وتعد دوائر البادية دوائر جغرافية في المحافظات، ويحق لهم الترشح في جميع دوائر المملكة وعلى القوائم الوطنية.
كما نصت المقترحات على تخصيص مقاعد للمسيحيين والشركس والشيشان في الدوائر المعتمدة وفقا لأحكام القانون، ويُحسب من ضمن المقاعد المخصصة، ويحق لهم الترشح على الوطنية، ويُخصص للمرأة مقعد عن كل محافظة، ويُحسب من ضمن المقاعد المخصصة للمحافظة، ويحق لهن الترشح على القائمة الوطنية، ويحق للقوائم الوطنية الاتفاق فيما بينها على تبادل الأصوات غير المحسوبة من الأقل إلى الأعلى، على أن يكون موثقا مسبقا لدى الهيئة المستقلة للانتخاب، ويحق للمرشح أو مندوبه الحصول على صورة من محضر الفرز لكل صندوق مباشرة، وفي حال تعذر اكمال ملء المقاعد بالأرقام الصحيحة غير الكسرية يتم اعتماد طريقه ديهونت لملء هذه المقاعد.
